The US franchising debate moves on

At the end of 2006, the US Federal Communications Commission (FCC) voted 3 2 (three republicans, two democrats) to grant interim franchising authority to competitive cable TV applicants. This applies when local franchising authorities (LFAs) miss FCC-mandated deadlines or shot clocks for granting franchise applications. This report looks at what the move means for operators, especially AT&T and Verizon.
